Germany ratified the FCTC in December 2004. The ITC Germany Project launched its first wave of surveys in 2007. Wave 2 was conducted in 2009 with a focus on evaluating stat-level smoke-free laws in pubs, bars, and restaurants.

Smoking Prevalence and Related Costs:
- 33.9% of males and 26.1% of females over the age of 15 smoke daily
- Taxation accounted for 76% of the retail price of cigarettes in 2008
Smoking Policies:
- National television and radio ban
- As of September 1, 2007, smoking was banned in German Federal Buildings and all modes of public transport (buses, taxis, and airports)
- Patchwork of state-level smoke-free policies in 16 States impemented from August 2007 to July 2008 under revision
- Bavaria to ban smoking in clubs, bars, restaurants, cafes, and beer tents as of Aug. 1, 2010 (Oktoberfest as of 2011)
