National Reports

 

ITC National Reports present country-specific ITC Survey findings across a variety of tobacco control policy themes (i.e., smoking bans, warning labels, advertising/promotion bans, price and taxation), as well as comparisons of key policy indicators across ITC countries. The reports summarize the implications of the findings for tobacco control in each country, providing policymakers with an evidence base to guide for future actions to achieve effective implementation of the FCTC.

Bengali

  Bangladesh (April 2010)

This report presents results of the Wave 1 ITC Bangladesh Survey - a face-to-face survey of a national sample of 3,107 smokers and 2,656 non-smokers conducted between February to May 2009.  The report provides evidence of increasing tobacco use in Bangladesh, and particularly high rates of tobacco use in tribal and slum areas. Recommendations include increasing taxes across all forms of tobacco, implementing graphic warnings, strengthening enforcement of smoke-free laws, and implementing public education campaigns.

This report presents detailed results of the ITC France Wave 1 and Wave 2 surveys which indicate that the France's comprehensive ban on smoking in workplaces, public places, and hospitality venues has dramatically reduced smoking in these venues. The report recommends i) continued monitoring of compliance with smoke-free laws, ii) evaluation of new graphic warnings, iii) training for physicians to promote cessation, and iv) evaluation of the impact of price and tax increases on French smokers.

This report presents results of the Wave 1 ITC France Survey and Wave 2 Survey findings on the effectiveness of France's smoking bans in workplaces, hospitality venues, and other public places. The report provides evidence that France's smoke-free policies are effective, as less than 5% of smokers and non-smokers noticed smoking in hospitality venues after the bans. Approximately 30% more smokers and non-smokers reported that they had complete smoking bans in their workplace after the workplace smoke-free policy was implemented.

  Germany (January 2010)

This report presents results of Wave 1 and Wave 2 of the ITC Germany Survey - a telephone survey of a nationally representative cohort of smokers and non-smokers conducted in 2007 and 2009. The report describes changes in attitudes and behaviours of smokers and smokers following Germany's state-level smoking bans in pubs, bars, and restaurants. The ITC Survey findings point to the need for Germany to enact a truly national comprehensive smok-free law, with no exceptions, to reduce exposure to second-hand smoke, and promote negative attitudes towards smoking.

Through the Control of Tobacco Product Regulations (first enacted in 1993, then strengthened in 2004, and again in 2008), the Malaysian government has implemented a comprehensive tobacco policy framework towards meeting its obligations as a Party to the FCTC.  This report presents results of Waves 1 to 4 (2005-2009) of the ITC Malaysia Survey - a face-to-face and telephone survey of a cohort of approximately 2,000 adult smokers and 1,000 youth smokers and non-smokers. Waves 1 to 3 also included a cohort of 1,500 adult non-smokers. The findings evaluate the effectiveness of the Regulation, as well as the 2009 pictorial warnings on cigarettes packs, the "Tak Nak" campaign, and price and taxation policies.

  Mauritius Wave 2 (May 2011)

In 2009, Mauritius was the first nation in the African Region to implement pictorial health warnings - a set of 8 rotating images on the front and back of packs in English (70% of back) and French (60% of front). This report presents the results from the Wave 2 ITC Mauritius Survey conducted between August and October 2010, approximately 14 to 15 months after the implementation of pictorial warnings.  The findings provide compelling evidence across several indicators of the effectiveness of pictorial warnings in comparison with the former text-only labels.

  Mauritius  Wave 1 (May 2010)


Mauritius has taken significant steps to fulfill its obligations under the FCTC and has implemented some of the most progressive tobacco policies in Africa. This report presents results of the Wave 1 ITC Mauritius Survey - a face-to-face survey of a nationally representative sample of 598 smokers and 239 non-smokers conducted during April and May 2009. The survey was conducted approximately 2 to 3 months after implementation of comprehensive smoke-free regulations in all indoor public places and hospitality venues. The report demonstrates strong support for the smoking ban among Mauritian smokers and non-smokers and a downward trend in smoking in hospitality venues following the ban.

  Netherlands (June 2010)

This report describes findings of Waves 1 to 3 of the ITC Netherlands Survey - a telephone and web-based survey of a national representative sample of approximately 2,000 smokers conducted between March 2008 and May 2009. The ITC Netherlands Survey shows clearly that the Dutch smoking ban in cafés, bars, and restaurants has resulted in the near elimination of second-hand smoke in restaurants, but remains a problem in bars and cafés. The report calls for strong implementation of smoke-free law based on lessons learned from successful bans in Ireland, Scotland, and France and greater efforts to educate the public and policymakers on the harms of smoking and second-hand smoke.
