Nigeria ratified the FCTC in October 2005. For many years, Nigeria's anti-tobacco legislation has been relatively weak, but the government is now looking to toughen its stance. In 2009, a new National Tobacco Control Bill reached a second reading in the Nigerian senate and it is generally believed that the bill will be passed in the near future.  The bill is a comprehensive piece of legislation that, when passed, will regulate the manufacturing, advertising, distribution, and consumption of tobacco products in Nigeria. The bill would repeal the existing Anti-Tobacco Act of 1990 and replace it with measures to bring Nigeria closer to meeting FCTC requirements. The bill bans sales of single cigarette sticks; prohibits all advertising, sponsorship, and promotion of tobacco products; requires pictorial warnings on all cigarette packs; increases tobacco tax; and prohibits smoking in all public places, including restaurants and bars.
